Masterplan will ensure major development of town can move forward swiftly
THE EXECUTIVE of Harborough District Council instigated and voted through on Monday, February 13 the setting up of a Master Planning Panel for Market Harborough’s future development, earmarked for the North West of the town. This was in fact an integral part of the Core Strategy, and not a Liberal Democrat initiative as recent media coverage would appear to suggest!
So why is a Master Plan required? It is to ensure that the major development of the town moves forward quickly, and in full consideration of all the issues which will shape the benefits to the town.
I, like other town councillors (except Sarah Hill) did not vote positively for the LDF late last year because I was not convinced the transport and infrastructure provision (ie schools, open play areas) had been properly thought through. This Master Planning Panel provides a legal framework that can now test and shape proposed development for Market Harborough.
For example: Linden Homes has a proposal before the council currently of 132 homes at the top of Lubenham Hill (ref 12/00044/FUL). Forming part of the Master Plan area, this application can now be tested on highways, drainage, separation (in this case from Lubenham), contributions to schools etc and not take preference over the holistic detailed planning of that wedge of our district. There are currently no allocated housing sites in the NW area, contrary to literature from prospective developers.
